In my first story, we (Earth) are discovered by another civilization but they are frightened by us and reluctant to make a first contact even though they are more advanced in many ways.

I read a bit more. Your premise is extremely interesting, but your characters don't grab me. I suggest you work through Jeff's tips here and give us a second edition:
