I want the requirments to go there to be similar to the ones in the Bible. But I don't wanna mention Jesus because Jesus and Fiction don't mix. CS Lewis did it, but I',m not him.
I want it to be like DBZ's because its simpler, but I want the requirements to be like Jesus'.
I don't wanna do another Karma based one.
How can I do this?

I'm not sure what the point of Heaven without Jesus is, but if that's how you're determined to do it, then I guess you could put the focus on God, either as creator or, if it fits your storyworld's theology, as the wholeness of the Trinity.
Think about the purpose of heaven. It is the place God lives, and where the dead (in Christian theology, the dead in Christ) wait with him until he brings about the New Heaven and the New Earth in the end times. The the prerequisite for being with him there is faith. In Christian theology, we would say faith in Jesus, but if you don't want to go there you could just say faith in God.
Above all, keep in mind that entrance into Heaven or exclusion from it is NEVER based on works, at least not in Christian theology. It is TOTALLY based on faith and grace, lest no one should boast (Eph. 2:8-9).

I got it!
I was thinkin' the Creator can be like Legend Of Zelda's Golden Goddess' and the the Trinity.
But my prob with this is that how can a loving Creator make a world where the people have powers? I always had that prob could you help me justify it?
I thinking powers can be given to a select few like Legend Of Zelda

Everyone has powers. Some people are really strong, some people are really smart...superpowers are just another variant of God's gifting us with the talents we need to do what he's called us to do.
The biblical corellation to "with great power comes great responsibility" is," to whom much is given, much will be required."
