I think I came up with something like this once. Something about getting floating farms for poor farmers so they don't have to torch the Amazon. And then there was an idea having floating cities held in the sky with giant helium baloons.
Now if only I can get someone to try my idea of using magma from volcanos or the mantle to create steam and generate the ultimate renewable energy...
Ah the things our race could do if dreamers were also millionaires!

Looks pretty cool, and it makes sense as a way to deal with rising ocean levels from global warming, as they say in the article.
This somewhat reminds me of Perelandra by C.S. Lewis. In that book, Venus was covered in islands floating in a sort of sea. Only one island did not float; this was called the Fixed Land and the Green Lady and the King were forbidden to spend the night there. Because they obeyed this decree up to the time Ransom saved them from the Unman, they ended up avoiding a Fall like we had here with Adam and Eve.
I'll have to keep an eye on that site.
